Horse racing oversight board reports equine fatality rate of 1.23 per 1,000 at tracks it regulates

A report released Tuesday by the Horseracing Integrity and Safety Authority shows 1.23 racing-related horse fatalities per 1,000 starts at tracks under its jurisdiction.
